These Regulations were approved by :
- the Executive Board on November 29, 2011;
- the Assembly of the Members on December 15, 2011.

 

Art. 1 - OBJECT OF THE REGULATIONS

These regulations deal with the following subjects: Members' grades and classification criteria; the Association's subscription procedures; Members' Register; Secretariat.
The following categories apply to all the members of A.I.F.: Founding Members; Honorary Members; Ordinary Members; Collective Members. The Affiliates category was introduced with the objective of involving in the A.I.F. activities those professionals not belonging to any of the above categories but whose professional interests mainly lay in the Forensic Engineering field. The category also turns to those professionals simply wishing to improve their competency in this sector. (the relevant requisites are provided in art. 7 of the Regulations).
As ruled in the Statute, the Association intends to bring together engineers practising in the field of legal disputes (Assessors or Party Expert Witnesses) and, in more general terms, working in the technical-legal consultancy sector. The Association also turns to professional working in non-engineering fields, companies or public bodies, with a specific interest in Forensic Engineering.
A.I.F. intends to be a specialistic association whose Members and Affiliates have an opportunity of discussing specific subjects related to best practice in the Forensic Engineering field.
Only individuals who have never been condemned in Criminal Proceedings and are not currently charged in Criminal cases can became Members, in any category, or Affiliates. Each Member or Affiliate must sign a self certification stating the above, and will submit it at subscription and renewal time. Members being charged in Criminal cases or condemned in Criminal proceedings will be excluded from A.I.F., in accordance to paragraph c) of art. 3 of the Statute. This in consideration of the severe damage these circumstances can cause to the Association.
Also, should any of the criteria declared by the Member at subscription or renewal stage, result false, the Member will be excluded from the Association in accordance to art. 3 of the Statute.

 

Art. 2 - ORDINARY MEMBERS

Professionals who have achieved a Master's degree in Engineering are entitled to become Ordinary Members. When subscribing or renewing the subscription, each Ordinary Member can indicate his main professional competency field as well as a maximum of two secondary specializations to be chosen among the following Forensic Engineering sectors:

- Environmental (sewage, redevelopment, waste, etc.);
- Chemistry;
- Buildings (construction, civil services, etc.);
- Electric;
- Electronics;
- Estimates;
- Geotechnics;
- Site Management;
- Public Health;
- Fires and Explosions;
- Information Technology;
- Mechanics (industrial plants, machines; road accidents, aeronautics, naval, etc.);
- Health and Safety;
- Structural;
- Transport;
- Urban Planning;

In order to differentiate Ordinary Members based on their level of experience in the Forensic Engineering Field, the following grading system applies. This is related to the criteria satisfied by the applicant, also by means of the conventional parameter called Training Credit (TC), defined in art. 2 of the Regulations):

- Senior Ordinary Member;
- Expert Ordinary Member;
- Junior Ordinary Member.

Applicants that at the time of subscription or renewal satisfy all of the following criteria can be classified as Senior Ordinary Members (OS):

(OS1) - minimum 25-year professional experience in the Engineering field (or 1250 TC);
(OS2) - minimum 20-year professional experience in the Forensic Engineering field (or 1000 TC);
(OS3) - Experience as a Forensic Engineer in at least 50 cases carried out as Assessor in civil, criminal or administrative proceedings. A minimum of 10 cases will fall under criminal law.

Applicants that at the time of subscription or renewal satisfy all of the following criteria can be classified as Expert Ordinary Members (OS):

(OE1) - minimum 5-year professional experience in the Engineering field (or 250 TC);
(OE2) - minimum 3-year professional experience in the Forensic Engineering field (or 150 TC);
(OE3) - Experience as a Forensic Engineer in at least 15 cases carried out as Assessor in civil, criminal or administrative proceedings.

Under exceptional circumstances, following the unanimous decision of the Executive Board and based on a duly justified President's proposal, an engineer not fulfilling all the criteria corresponding to Expert Ordinary Member, can be classified as such. However, the candidate must own specific expertise in his specialising sector and must perform in roles of excellence within the engineering field.

Applicants that at the time of subscription or renewal do not satisfy all of the above criteria required for Senior and Expert Ordinary Members can be classified as Junior Ordinary Members (OJ).

Junior Ordinary Members, Expert Ordinary Members and Senior Ordinary Members have equal rights and duties within the Association, regardless the category whose sole aim is to highlight the higher or lower level of experience within the Forensic Engineering field.

 

Art.3 - THE SELECTION CRITERIA FOR ORDINARY MEMBERS

The selection criteria for Ordinary Members are strictly related to individuals' curriculum, based on the information documented and self-certified at the time of subscription or renewal. Members classification and re-classification is carried out on an annual basis, at subscription or renewal time.
In order to ensure an impartial selection process for Ordinary Members (whose classification responds to consolidated international standards), in addition to the criteria related to the achieved documented experience, a conventional parameter called Training Credit (TC) has been introduced. This allows to establish a correspondence between the professional experience requisites and the titles an applicant may have that A.I.F. prizes as most valuable for the Forensic Engineering profession. 

The achievement of "experience in the Engineering field" (requisites OS1 and OE1):

- for those being employed in the public or private sector in technical roles (as declared in the ORDINARY MEMBER FIRST SUBSCRIPTION SHEET, paragraphs 3.1 and 3.2), is proportional to the length of service;
- for entrepreneurs and freelance professionals, performing in technical roles, this is proportional to the seniority achieved in running their business and performing appointments (as declared in the ORDINARY MEMBER FIRST SUBSCRIPTION SHEET, paragraphs 3.3 and 3.4);

For all of the above professional categories, requisites OS1 and OS2 can be satisfied (regardless the length of service) by means of sufficient Training Credits (TC) proportional to the owned titles in accordance to the following conventional correspondence:

50 TC = 1-year "experience in the Engineering field"

 

The achieved experience in the Forensic Engineering field (requisites OS2 and OE2) will be confirmed by the chronological documentation for the completed appointments, as declared in the, ORDINARY MEMBER FIRST SUBSCRIPTION SHEET, paragraphs 4.1, 4.2, 4.3, 4.4 .
For all the professional categories requisites OS2 and OE2 can be satisfied (regardless the length of service) by means of sufficient Training Credits (TC) proportional to the owned titles in accordance to the following conventional correspondence:

50 TC = 1-year "experience in the Forensic Engineering field" 

 

The achieved experience as a Forensic Engineer (requisites OS2 and OE2) will be confirmed by certifying a list of completed appointments, as declared in the, ORDINARY MEMBER FIRST SUBSCRIPTION SHEET, paragraphs 4.1, 4.2, 4.3, 4.4 .

 

In order to establish a correspondence between the experience requirements (in the "Engineering field" and "Forensic Engineering field") and the applicant's titles, please note:

- a second level Master course in "Forensic Engineering" attended in a Public University is worth 100 TC contributing to the "experience in the Forensic Engineering field" (requisites OS2 and OE2). These include the Master in Forensic Engineering at University of Naples Federico II, or an equivalent Master in Forensic Engineering attended in another University consistent in terms of discipline, training hours, compulsory attendance, exams and specialising dissertation;
- the attendance of professional training courses authorized by A.I.F.allows earning Training Credits (TC) contributing to the "experience in the Forensic Engineering field" if specifically associated to the course and only after undergoing a dedicated interview: intensive 8-hours courses are worth 3 TC;
- the academic title of "permanent Professor", in a discipline corresponding to the professional specializing sector, is worth 250 TC contributing to the "experience in the Engineering field" (requisites OS1 and OE1);
- the academic title of "Researcher", in a discipline corresponding to the professional specializing sector, is worth 100 TC contributing to the "experience in the Engineering field" (requisites OS1 and OE1);
- an annual appointment as "contract Lecturer", for a University course or a Master course in Forensic Engineering in a discipline corresponding to the professional specializing sector is worth 10 TC. These can be used as contributing to the "experience in the Engineering field" (requisites OS1 and OE1) or to the "experience in the Forensic Engineering field" (requisites OS2 and OE2);
- each book published as author or co-author, covering subjects within the discipline corresponding to the professional specializing sector, is worth 100 TC. These can be used as contributing to the "experience in the Engineering field" (requisites OS1 and OE1) or to the "experience in the Forensic Engineering field" (requisites OS2 and OE2);
- each paper published as author or co-author, covering subjects within the discipline corresponding to the professional specializing sector, is worth 10 TC. These can be used as contributing to the "experience in the Engineering field" (requisites OS1 and OE1) or to the "experience in the Forensic Engineering field" (requisites OS2 and OE2);

 

Art. 4 - ORDINARY MEMEBERS' SUBSCRIPTION

In order to proceed with the first subscription as an Ordinary Member of the A.I.F., applicants must submit an ORDINARY MEMBER SUBSCRIPTION FORM in .doc format and an ORDINARY MEMBER FIRST SUBSCRIPTION SHEET, in .xls format, for the Executive Board approval. Applicants will send a printed version, duly signed (and initialled on each sheet) to the President of A.I.F at the pro-tempore address of the Association. contextually, the ORDINARY MEMBER FIRST SUBSCRIPTION SHEET in .xls format must be sent via e-mail to the address segreteria.aif@pec.it

The application forms for first subscription will be processed by the President and proposed for approval to the Executive Board. The outcome of the admission will be communicated to the applicant. In case the application is accepted, in order to finalize the subscription the applicant must proceed with the payment of the ORDINARY MEMBER FIRST SUBSCRIPTION FEE by bank transfer to the Association's account.

In order to renew the annual subscription and update the personal requisites (to be inserted in the individual classifications and in the A.I.F. Members register), applicants must complete the ORDINARY MEMBER RENEWAL FORM in .doc format, proceed with the payment of the ORDINARY MEMBER RENEWAL FEE, send a printed version duly signed (and initialled on each sheet), along with the corresponding attachments, to the President of A.I.F. at the pro-tempore address of the Association.

Should the Member also wish to update the information regarding further professional experience (also for his grade to be updated), the applicant must complete the ORDINARY MEMBER FIRST SUBSCRIPTION SHEET in .xls format, limitedly to the relevant points. Applicants must send a printed version, duly signed and initialled on each sheet, along with the ORDINARY MEMER RENEWAL FORM, to the President of A.I.F. at the pro-tempore address of the Association, contextually, the ORDINARY MEMBER FIRST SUBSCRIPTION SHEET in .xls format must be sent via e-mail to the address segreteria.aif@pec.it

The ORDINARY MEMBER RENEWAL FEE is decided on annual basis by the Assembly of the members and is available on the SUBSCRIPTIONS page of the site www.aifitalia.it.
the ORDINARY MEMBER FIRST SUBSCRIPTION FEE is equal to 1,5 times the ORDINARY MEMBER RENEWAL FEE.

Engineers who became members of A.I.F. when the Association was founded and who took part to the first Forensic Engineering Conference IF CRASC'09, are expected to update their association profile in the year 2012. The following actions are therefore mandatory: - the payment of ORDINARY MEMBER RENEWAL FEE; the submission of the ORDINARY MEMBER SUBSCRIPTION FORM in .doc format; the completion of the ORDINARY MEMBER FIRST SUBSCRIPTION SHEET in .xls format. In order to be inserted in the relevant Register, applicants must send a printed version of these forms, duly signed and initialled on each sheet, to the President of A.I.F. at the pro-tempore address of the Association. contextually, the ORDINARY MEMBER FIRST SUBSCRIPTION SHEET in .xls format must be sent via e-mail to the address: segreteria.aif@pec.it
Going through the described procedure is mandatory for the subscription to be renewed.

 

Art. 5 - COLLECTIVE MEMEBERS

Public or Private Bodies (companies etc.), Associations, Scientific and Technical Organizations can apply to become Collective Members.

 

Art. 6 - COLLECTIVE MEMEBERS SUBSCRIPTION

In order to proceed with the first subscription as an Collective Member of the A.I.F., applicants must submit an COLLECTIVE MEMBER SUBSCRIPTION FORM in .doc format, for the Executive Board approval. Applicants will send a printed version, duly signed and initialled on each sheet by the legal representative, to the President of A.I.F at the pro-tempore address of the Association.

The first subscription application forms will be processed by the President and proposed for approval to the Executive Board. The outcome of the admission will be communicated to the applicant. In case the application is accepted, in order to finalize the subscription the applicant must proceed with the payment of the COLLECTIVE MEMBER FIRST SUBSCRIPTION FEE, equal to 3 time the ORDINARY MEMBER RENEWAL FEE, by bank transfer to the Association's account.

In order to renew the annual subscription, applicants must complete the COLLECTIVE MEMBER RENEWAL FORM in .doc format, proceed with the payment of the COLLECTIVE MEMBER RENEWAL FEE, equal to 2 times the ORDINARY MEMBER RENEWAL FEE. Applicants must send a printed version of this form, duly signed (and initialled on each sheet), to the President of A.I.F. at the pro-tempore address of the Association.

 

Art. 7 - AFFILIATES

The Affiliates category was introduced in order to involve in the A.I.F. activities those professionals not belonging to any of the above categories but whose professional interests mainly lay in the Forensic Engineering field. The category also turns to those professionals simply wishing to improve their competency in this sector. The following professionals can become Affiliates of the Association: individuals having a degree in a discipline different from Engineering (such as Architecture, Geology, Law, Economy, etc.) working as professionals in the Forensic Engineering field (Expert Witnesses working for the Judge in non-engineering field, Police Officials, Firemen, Lawyers, Judges, etc.)
Affiliates can take part to all of the Association's activities, but, as ruled in the Statute, do not have the right to vote.

 

Art. 8 - AFFILIATES SUBSCRIPTION

In order to proceed with the first subscription as an Affiliate of the A.I.F., applicants must submit an AFFILIATE SUBSCRIPTION FORM in .doc format, for the Executive Board approval. Applicants will send a printed version, duly signed and initialled on each sheet, to the President of A.I.F at the pro-tempore address of the Association.

The first subscription application forms will be processed by the President and proposed for approval to the Executive Board. The outcome of the admission will be communicated to the applicant. In case the application is accepted, in order to finalize the subscription the applicant must proceed with the payment of the AFFILIATE FIRST SUBSCRIPTION FEE, equal to 0.75 time the ORDINARY MEMBER RENEWAL FEE, by bank transfer to the Association's account.

In order to renew the annual subscription, applicants must complete the AFFILIATE RENEWAL FORM in .doc format, proceed with the payment of the COLLECTIVE MEMBER RENEWAL FEE, equal to 0.5 times the ORDINARY MEMBER RENEWAL FEE. Applicant must send a printed version of this form, duly signed (and initialled on each sheet), to the President of A.I.F. at the pro-tempore address of the Association.

 

Art. 9 - THE MEMBERS' REGISTER

The Members' Register, available on-line at the address www.aifitalia.it, provides in alphabetical order, a list of the members grouped in categories and grades. To each member a progressive A.I.F. membership number is assigned at first subscription stage. The Members' register (and the corresponding grades) is updated on an annual basis following the subscription's renewal.

For those Ordinary Members, belonging to one of the three categories described in the Regulations, who have agreed to render public the information provided in the ORDINARY MEMBER SUBSCRIPTION FORM, OR IN THE ORDINARY MEMBERS RENEWAL FORM, a link will lead to the ORDINARY MEMBER PERSONAL PAGE (complying with the format provided by the Association) and to the web site if indicated.

For those Collective Members, who have agreed to render public the information provided in the COLLECTIVE MEMBER SUBSCRIPTION FORM, OR IN THE COLLECTIVE MEMBERS RENEWAL FORM, a link will lead to the COLLECTIVE MEMBER PERSONAL PAGE (complying with the format provided by the Association) and to the web site if indicated.

The Register will only provide, for each Affiliate, the name and the professional title.

 

Art. 10 - SECRETARIAT

The President can appoint a Secretariat, composed of up to five persons, not necessarily A.I.F. members, carrying out administrative tasks. The President has the power to nominate, replace or dismiss any member of the Secretariat.

 

Art. 11 - INTERPRETATION OF THE REGULATIONS

If not specifically indicated or in dubious circumstances, the President is entitled to provide the true interpretation of these Regulations.
